A regional grassroots group that began in eastern Whitley County, Indiana in 1998

    The red dot on the map below the “m” of Columbia City marks the location just west of the Whitley - Allen County line where a new steel mill is proposed to be built on farmland.  The series of government actions, many secret, that led to this choice was the critical motivating factor that brought COW into existence.

All politics is local

    COW is profoundly disappointed with the performance of the Whitley County Council and Board of Commissioners.  Retirement from public service of 2 of the 3 commissioners and 3 of the 7 council members (those elected at- large) on November 7, 2000 is likely COW’s second largest project.  COW is non-partisan.  Candidates willing to serve the People, who truly will represent the People are being sought.

    These are all part-time jobs.  If you have the time, the candor, and a basic sense for what is right, then please consider registering as a candidate in February 2000.

    The map depicts The Northeast Indiana Intrastate Air Quality Control Region.  The 40 CFR 81.216 regulation includes these Indiana counties:  Adams, Allen, De Kalb, Huntington, Lagrange, Noble, Steuben, Wells and Whitley.  The region is the territorial area encompassed by the boundaries of those counties and it includes the territorial area of all municipalities (as defined in § 302(f) of the Clean Air Act, 42 USC 1857h(f)) geographically located within those counties.
